Shooting Qualifications are done during class or at a later scheduled date and take place at Maryland Small Arms Range located at: 9801 Fallard Ct, Upper Marlboro, MD 20772

LIVESCAN FINGERPRINTS are required prior to applying for a MD HQL. MDSP explains how & where here.

What You Should Do First

  • Determine whether you need the HQL (for pistol purchase) or also the Wear & Carry Permit (for carry).
  • Register for a course that meets Maryland's state requirements (approved HQL training or also the Wear & Carry training).
  • Complete your fingerprinting (Livescan) for the HQL & Wear & Carry Permit.
  • After training and fingerprints, file your application through MDSP per their instructions.

  • Receive your online completion certificate
